Evaluation Framework Agreement between Refugee Foundation and International Rescue Foundation

ETC is conducting the evaluation of the Framework Agreement between Stichting Vluchteling (Refugee Foundation) and the International Rescue Committee. For this evaluation IRC and SV selected eight humanitarian assistance projects:

    • three projects in Jordan which provided humanitarian support to Syrian refugees
    • two projects in Syria where conflict affected civilians where provided with access to basic health care through the provision of medical supplies (delivered through cross-border operations from Jordan to local facilities in South Syria) as well as through the establishment of mobile health clinics and community health services in Northern Syria
    • three projects in the Dadaab camps in Kenya which comprised health and nutrition assistance to refugees who originate mainly from Somalia where they fled the violence and famine caused by the Horn of Africa drought in 2011.

The ETC team conducts this evaluation according to OECD’s DAC Principles for the Evaluation of Development Assistance, as well as best practice in the humanitarian evaluation field. Field assessments have been conducted in situ in Jordan and Kenya while the evaluation of the Syria projects is managed as a desk study in combination with email and telephone interaction with SV, IRC and NGOs in Syria.
